The short version
I need a card that can pay in USD online — ChatGPT, Claude, Cursor and the like won't take a domestic card.
Earlier I opened a Gate U-card, and that route needs crypto first. This time I tried another: no crypto at all, funding it with a Hong Kong bank card. I chose StarryBlu — a Singapore-licensed one (operated by Wotransfer, the same family as PandaRemit) that issues a virtual Mastercard and can even ship a physical card to a China address.
- This route works, and it needs no crypto: a HK bank card over FPS is instant and zero-fee.
- The free virtual card isn't one tap away — it queues, and I first hit error 70083.
- In the end, buying the $9.9 membership to skip the queue is what got me the card.
First, the error that stopped me: 70083
I tapped "Apply" for the free virtual card and got error code 70083 straight away — the card just wouldn't come out.
At first I assumed a region / IP problem — this one needs your account to land in a supported region at signup, so I deliberately set the network environment right and retried, and it still errored. After a whole round I understood: 70083 isn't something I got wrong — the free card is queuing, and the slots have to wait.
To get a card immediately, there's only one path: buy its membership to skip the queue (more below). So if you're also stuck on 70083, don't grind on your own verification / IP — that's not the root cause.
The most valuable step: fund with a Hong Kong bank card, not the China region

This card needs a balance before it can be opened and used. Funding that balance is the step most easily gotten wrong — and the one that saves the most money.
The top-up page lets you pick a region:
- Pick "China": it only gives you a SWIFT wire, expensive and slow; the fee I saw was about ¥55 per transfer.
- Switch to "Hong Kong": FPS appears — send HKD from an FPS-capable Hong Kong bank card (I used a virtual bank like ZA Bank), instant and zero-fee.
Going the Hong Kong way, I sent about HK$117.93, $15 landed, no fee the whole way, nearly instant.
In one line: at top-up, switch the region to Hong Kong and use FPS, not the China region's SWIFT. Also, Alipay / WeChat here can only be used to withdraw — not to fund the card.
Buy the $9.9 membership, and the card comes out on the spot

With a balance in place, go back to the card page to skip the queue: buy its STARRY PLUS membership, $9.9 a month.
This is deducted from the card balance you just funded, and once it's deducted, the virtual Mastercard is issued immediately — the number, expiry and CVC all show in the App, ready to use on the spot. That's how the 70083 queue gets skipped.
One thing worth making clear about the membership: it's opened by a one-time deduction from the balance, not by binding your card into a recurring subscription. So there's no "auto-renew" to guard against — if the balance runs low, it simply lapses at expiry and won't quietly charge you. To keep the membership perks, you top up monthly yourself.
The physical card ships to a China address
Once the card is open, it also mails you a physical card. I'd assumed these could only ship to Singapore, but a real test showed it ships to a China address, carried by its own Wotransfer. Activate it after it arrives; activation is separate from the already-usable virtual card, and it doesn't stop you using the virtual one first.
A free S$30 spend voucher
Opening the card came with an S$30 spend voucher. The way it works: when you pay with this card, it randomly offsets part of your bill from that 30, priced in Singapore dollars, but spending in any currency qualifies — a USD bill for ChatGPT or Claude counts too.
Two pitfalls to know:
- It's not cash and can't be withdrawn; only card spending turns it into value.
- It expires. My account record already has one that lapsed unused. So don't hoard it — start spending early to use it up.
A few pitfalls, look before you open

- 70083 = queuing, not your IP / verification. To get a card immediately, buy the membership to skip the queue; don't grind on your own end.
- Top up via Hong Kong over FPS, not the China region's SWIFT. One is zero-fee and instant; the other is tens of yuan and slow. Alipay / WeChat here are withdrawal-only.
- The membership is a balance deduction, not a bound-card recurring charge. No auto-renew to guard against; but to keep the perks, top up monthly yourself.
- Whether a payment goes through — the real gate is the IP and account region, not the card itself. Before paying an AI subscription, set the IP to the US West and the account region away from China — the card can't fix this half.
- The voucher expires, don't hoard it.
- (In fairness) I haven't actually had a subscription charge go through on this card. I'll update when one does.
Finally
All of the above is what I saw opening the card myself in late September 2026; the rates, quotas and policy can be adjusted by the platform at any time, so go by the latest before you open. This isn't financial / investment advice, and it's no one's promotion — just an opening record. Using this kind of card to get around region limits itself carries account risk; weigh it yourself.
In one line: if you want a USD card for overseas subscriptions and don't want to touch crypto, StarryBlu plus a Hong Kong bank card over FPS is a route that works; it's just that the free card queues, and if you're in a hurry, $9.9 for the membership skips it.
SOURCE AND VERIFICATION
Sources and limits
This only records the author opening a card; it provides no card-proxy, fake-billing-address or systematic region-bypass methods. Rates, quotas and policy go by the App's latest display, and this is not investment advice.
Verification: Organized from the actual operations and App display when opening the card on the phone the night of 2026-09-29; the HK-card FPS top-up, the 70083 error, the $9.9 membership skip-queue, the physical card shipping to a China address and the S$30 voucher were all checked in-App; no subscription has actually been charged yet.
ONE PRACTICAL NEXT STEP
If you don't have a Hong Kong card
This route needs a Hong Kong bank card. Without one, there's the crypto route: a Gate U-card takes mainland-ID KYC, and CNY buys USDT via C2C with Alipay to top it up. Tell me which you can set up and we'll pick.
